Support tickets: SLA timers, priority transitions, and stale-ticket alerting #618
Description
Context
src/routes/support-tickets.ts, src/routes/admin/support-tickets.ts, and the ticket service are new. There is no SLA machinery visible.
Proposal
- Per-priority response SLAs (P0/P1/P2/P3) with
firstResponseAt/resolvedAttimestamps - Allowed state transitions enforced (open → pending → resolved → closed; reopen rules)
- Alert when a ticket breaches SLA or sits untouched > N hours
Acceptance criteria
- Invalid transitions rejected with 409
- SLA breach metric + alert rule
- docs/SUPPORT_TICKETS.md updated
