Upgraded shear tab safety class mapping: DS3 -> SC3 - #33

Conversation
Propose updating gravity shear tab DS3 to SC3. DS3 has a description "Complete separation of shear tab, close to complete loss of vertical load resistance", which closely matches Safety Class 3 description of "severe damage that compromises both lateral and vertical load carrying capacity of the component." - Updated B1031\.00\w+ ds_index 3 to safety_class 3

Summary of changes
damage_state_attribute_mapping.csvDetail and Rationale
This proposal affects gravity shear tab component (B1031.00\w+).
The component's DS3 has a description "Complete separation of shear tab, close to complete loss of vertical load resistance", which closely matches Safety Class 3 description of "severe damage that compromises both lateral and vertical load carrying capacity of the component."
This damage state is documented in the following testing references, which were used to develop the FEMA P-58 fragility database. Therein, at the median drift specified for DS3 (0.11), experimental testing descriptions consistently reported complete "fracture" of the tab. This would likely correspond with a significant loss in vertical load carrying capacity.

This change was previously applied during the development of the 2026 NEHRP Seismic Provisions Appendix A, where the component in its updated state was used during the prequalification of several lateral force-resisting systems.

Passed 18/18 integration tests.
This DS/SC upgrade is likely to occur at an EDP that would already trigger red-tagging via other global consequences (residual drift, e.g.). Therefore, no major effects to outcomes is expected.
