资料和网页修改目前没有自动检查，损坏链接、无效记录元信息或标为内部使用的真实记录都可能直接进入 main。本 PR 增加
Community checks，在所有面向 main 的 PR、main 更新和合并队列中运行，检查 JavaScript/JSON、记录字段与公开标记、双语回退、内部链接及实际网页构建。检查采用固定 Node.js 24 / Python 3.12、锁定依赖和固定 SHA 的官方 Actions。运行只读权限，不上传原始文档/网页 ZIP，也不自动发布网站。内部标记仅允许用于 examples/records 下明确标为演示的记录；人工来源核验与个人信息审查仍需在 PR 中完成。贡献指南及本地复现说明已更新。
验证：本地两项回归测试通过；当前 main 构建成功（100 个双语页面）；actionlint 通过。新增测试覆盖内部/受限记录拦截、伪装成示例仍被拦截、合法示例和公开记录放行，并检查失败日志不包含测试正文。
GitHub PR 实测和合入后的 main 运行均已通过。Community checks 已接入 main 的必需检查，要求分支保持同步、评审对话已解决，管理员也适用；main 禁止强推和删除。PR #14 已同步 main 并通过检查，资料公开范围继续独立复核。
