Enable local observation persistence independently of the selected weather provider, parse the setting explicitly, and write state atomically to a configurable directory. Provide a persistent Docker data volume for observations and geocoder state. Reimplements the behavior proposed in #144 and #150 against the current provider architecture.

Thank you @ruimarinho. Configurable local PWS persistence has now been implemented through #180 and released in Weather Service 3.1.0. The service supports LOCAL_PERSISTENCE with an explicitly mounted /data volume. Closing this superseded PR. |

If a
PWS(Personal Weather Station) is configured (currently, only theWUtype is recognized by the code), OpenSprinkler-Weather will automatically register the route/weatherstation/updateweatherstation.phpto capture the WU data stream.However, it only saves changes from the captured stream if the
WEATHER_PROVIDERis set tolocal. In my opinion, this is too restrictive, as one might want to collect observations before switching to the local weather provider.Therefore, I suggest testing for the presence of the
PWSvariable instead, allowing the capturing system to function fully without requiring a provider switch.
