What this does

Implements lib/analytics/scan-build-output-for-leaked.ts (evaluateScanBuildOutputForLeaked) and Vitest unit tests in lib/analytics/__tests__/scan-build-output-for-leaked.test.ts for Scan build output for leaked secrets and forbidden NEXT_PUBLIC variables.

Closes #118

• No secrets: no .env files, keys or seeds; nothing secret in a NEXT_PUBLIC_* variable

How this was tested

Ran Vitest unit tests (npx vitest run) and npm run typecheck locally across nominal, elevated, critical, and invalid input boundary cases.
