The org-wide label set (`labels.toml` in Ownima/ownima-workspace, the new `triage` skill) renames `enhancement` to `feature` in every repository.
GitHub silently drops a label that does not exist, so without this change every issue filed from the default feature template would arrive with no label at all. This template is the default for every repository without its own.
Merge before the first `sync.py --apply`.
