ci: adiciona Claude Code reviewer (review, auto-fix e @claude) via Pagnet/github-actions

Description

Adiciona ao blu-lytics o mesmo setup de Claude Code já usado em ms-ledger/ms-cerc/ms-sales, consumindo os reusable workflows centralizados de Pagnet/github-actions (conforme knowledge-bases/deployment/claude-ci-centralized-workflows.md):

• .github/workflows/claude.yml — cópia do template do ms-ledger (com block_on_security: true, allowed_bots e auto-fix rodando mesmo quando o review falha), com repo_description ajustada para a lib. Três jobs:
  • claude — interação sob demanda via @claude em comentários/issues
  • claude-review — review automático em PRs não-draft
  • claude-auto-fix — correções simples após o review (exclui PRs do devin-ai-integration e com label claude-auto-fix)
• CLAUDE.md — mesmo arquivo do ms-ledger, instruindo o agente a consultar a knowledge base antes de qualquer ação.

Depende dos secrets de organização ANTHROPIC_API_KEY, KNOWLEDGE_BASE_TOKEN e CLAUDE_AUTO_REVIEW (herdados via secrets: inherit). Ao tirar este PR de draft, o claude-review deve rodar nele mesmo. Para revisar #57 basta mergear este PR e dar um synchronize/ready_for_review naquele PR (ou comentar @claude).
