feat: step-by-step progress for policy purchase and claim submission - #819

Purchases and claims only showed a generic spinner, so users couldn't tell a slow step from a stuck one. - invokeBuyPolicy / invokeSubmitClaim accept an optional onProgress callback reporting preparing → signing → submitting → confirming - New TransactionProgress component lists each step (done / active / pending) with a live-region status line and a completion state - BuyPolicyModal shows the tracker while signing, adds a final "Processing your policy…" step for the backend sync, and holds a "Complete!" state with a Done button instead of closing immediately - useClaim exposes `progress`; ClaimStatus renders the tracker through oracle evaluation and a completion state for in-session claims - Tests cover the per-step status text and completion flow Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
