ci: map the #11680 codegen suites into e2e-scoped

[proggeramlug]

Map concat_site_agent_ownership and thread_agent_strings (added by #11680) into _CODEGEN_SUITES. Without them, every core PR's e2e-scoped job fails at scope selection ("in neither SOURCE_SUITE_MAP nor SUITE_EXCLUSIONS"), as on #11776.

python3 scripts/ci_e2e_scope.py --self-test passes, and both suites are now selected for a crates/perry-codegen/src change.
