fix(gc): root the raw handle reads over the raw_handle_debt ceiling

Brings scripts/raw_handle_debt.py back to green: three modules were over their (absent) ceiling after #11898, #11864 and #11781. No identity closures; baseline 871 -> 869, nothing raised.
