Switch sc-lint CI step to the released action #22
Description
Problem
#20 installs sc-lint via cargo install --locked --git https://github.com/ehrvs/sc-lint --rev bc19f2b plus a cache step (.github/workflows/local-ci.yml:33-46) because prefix patterns and SCB-FEATURE-001 are only in the unreleased randlee/sc-lint#603.
Proposal
First verify the chosen release actually contains openai#603. Then replace the cargo-install and cache steps with uses: randlee/sc-lint@v1, operation: setup, pinned version: <release>. Keep the dependency-only lint command (sc-lint lint sc-boundary --rule-filter dependencies). Raise minimum_version in codex-rs/sc-lint.toml (currently 0.4.0) to the release.
Acceptance criteria
- CI installs sc-lint cleanly from the released action; no cargo-install/cache steps remain.
- Negative fixtures prove prefix-pattern and SCB-FEATURE-001 enforcement fail as expected.
- Dependency-only lint step behaves as before.
