Change

• Seeded config gets `web_search = "disabled"`, and every run also passes `-c web_search="disabled"` (like the retry overrides), so existing installs are covered.
• Seeded `[mcp_servers.web-search]`: `uvx duckduckgo-mcp-server==0.7.0` (search, fetch_content; no API key; MIT; ~1.5k GitHub stars; releases through 2026-09-04), with `default_tools_approval_mode = "approve"` since the tools are read-only and `approval_policy=never` otherwise rejects calls.
• `sync-config` keeps codex-local's own web-search entry (adds the default if an older home lacks it).
• install.py / verify_install.py warn (not fail) if `uvx` is missing, with an install hint.
• Tests: seed contents, sync preservation, override list, runner detection. No upstream edits; fork-surface unchanged.

Live result

Temp homes, `codex-local exec ... "Search the web for recommended open source window managers for macOS..."` on :11435: `web-search/search` completed, no built-in web_search, no Ollama error, answer named Rectangle, Amethyst, yabai.
