Adds /papers/vat-threshold following the l0/dynamics page pattern: hero with anchor-result/method/transparency facts, PDF copy (42pp, current main of PolicyEngine/firm-microsim-paper), reproduction-repo link, and a landing-page link in the evidence section.

One deliberate divergence from the l0 pattern: the web view iframes the paper's live render (firm-microsim-paper.vercel.app) instead of vendoring a web/ snapshot — the paper just went through three correction rounds and the lesson was that every duplicated copy of its numbers went stale (poster, README, deck). Pointer, not copy. (The live render currently redeploys manually; PolicyEngine/firm-microsim-paper#27 wires it into CI.)

Draft pending two calls that aren't mine to make solo:

  1. Vahid's sign-off — it's his paper; branding it as a populace-hosted paper and the facts-block wording are his to approve.
  2. Slugvat-threshold (policy handle) vs firm-microsim (stack handle); the page pattern names l0 by method and dynamics by layer, so either fits.
