Cluster Management: Shut down stale staging #1145

There are two staging clusters (AI-platform-staging and kaapi-staging) with different DBs and secrets, causing ambiguity that led to the wrong task definition being edited. Shutting down the stale cluster will eliminate this issue.

- Confirm which cluster is stale/unused.
- Shut down the stale
AI-platform-stagingcluster. - Verify no active workloads depend on it.
Original issue
Context
There are two staging clusters (AI-platform-staging and kaapi-staging) with different DBs and secrets. During KMS v2 validation the wrong task definition was initially edited because of this ambiguity. Shutting down the stale cluster will prevent this recurring.
Acceptance Criteria
- Confirm which cluster is stale/unused.
- Shut down the stale
