• Pillar 1: north-star5-verify-fast step 4f-m failed on tip — #27963 stamped a4fa125b9573… from a pre-#27962 tree while master already contained #27962 lowering (cedc396a7a7d…).
• Honest make bootstrap-gen0-refresh-argv-driver on tip (cedc396a7a7d…, provenance=verified-fresh) — no restamp.

Closes #27964

• php script/check-bootstrap-gen0-manifest-sync.php → OK (38789272 bytes, fingerprint match)
• make north-star5-verify-fast → OK (4f-m / 4f2 / 4f3)
• argv-driver functional smoke during refresh
