chore: cleanup dependencies and upgrade to guppylangv1rc2

[CalMacCQ]

• upgraded to guppylang 1.0rc2
• bumped the guppylang submodule to the guppylang v1rc2 tag so we get the updated changelog.
• Cleaned up some dependencies. There was a pin to some random roman numerals dependency? Something I meant to remove.
• I've also added all of the dependencies under dependencies leaving an empty docs = [] group. This is so that commands like uv run --group docs sphinx-build -b html . build will still work.
• driveby: fixed a sphinx warning about a crossreference in the section on the angle type. Sphinx prefers linking to the source files rather than the built html files.
