   Resolved by merging the existing PR #47 with merge commit d320f775a1be9ca8f6becfc19c84165bed176d1d.

   VERIFIED: read back main and the committed configuration. The explicit labels block requesting dependencies and github-actions is removed. All other configuration bytes are unchanged: weekly Monday 08:00 UTC schedule, seven-day cooldown, five-PR limit, commit-message settings, and GitHub Actions grouping. Workflow files and security controls are unchanged.

   This satisfies this issue's stated alternative remedy: remove invalid values from dependabot.yml. The issue's automatic closure is supported by that configuration change, not by a claimed successful subsequent Dependabot run.

   Validation: YAML and exact-delta checks passed; exact PR-range evidence coverage passed; all 84 stored receipts validate again on the final merged main. Original receipt subjects were preserved. Current evidence receipt.

   Limitations:

   • Full local validation on both original main and the refreshed implementation ran 233 tests: 232 passed, one failed because the existing workspace portfolio plan's review was due October 17. No full-suite pass is claimed.
   • Fresh hosted Governance Contracts, Dependency Review, and CodeQL jobs failed before starting. All three annotations state that the account is locked due to a billing issue; no runner or steps executed.
   • Post-change Dependabot behavior has not been observed. The prior label warning did not prevent PR chore(deps): bump the github-actions group across 1 directory with 9 updates #58 from being created.

   PR #58 remains open and unmerged at bfd53dc93485a6dce10e70827e45027aaff61bd8. Its nine dependency upgrades still require their separate compatibility and security review.
