Outcome

The October 17 portfolio review deadline made unrelated validation fail. Reassess the existing plan on October 30, preserve the October 3 survey wording (only historical heading depth changes), and replace its current action queue with verified changes, dependencies, owner decisions, and explicit unknowns. Next review checkpoint: November 3.

The public correction contains evidence for seven public repositories, with five reusable-workflow calls across four policy SHAs. Nonpublic assessment is retained separately; no new private-derived counts or per-repository findings are published here. Registry classifications, owners, schemas, workflow pins, tests, and freshness enforcement remain unchanged.

Exact subject

  • Base and merge-base: d320f775a1be9ca8f6becfc19c84165bed176d1d
  • Tested subject: bc4d582573306d076c3611f8463dce42d8be90ab
  • Head (separate receipt commit): 7c52c0407ea2fa6d3fa99cf13d86492a74733259
  • Paths: existing portfolio todo, dated public evidence JSON, and its receipt.

Scope and authority

IMPLEMENTATION_DETAIL; documentation projection only. No new concepts, classification, ownership, admission, runtime, release, deployment, or merge authority. Draft for owner review. Use a merge commit if approved to preserve receipt subjects.

Evidence and verification

  • Receipt: qreceipt.portfolio-review-20261030.bc4d58257330
  • Source repository: Quirk-Systems/.github
  • Source commit: 7c52c0407ea2fa6d3fa99cf13d86492a74733259
  • Source path: .quirk/evidence/portfolio-review-20261030-bc4d58257330.json
  • Digest: sha256:a4c83014eb2167988c42603dc22c722f0a68157753d14af7a642e71b10968e02
  • Validators: repository scripts at the tested subject; Python 3.12.14.

Baseline main: scripts/validate.sh ran 233 tests, with 232 passing and the sole failure being test_repository_documents_are_fresh_today for this document. It stopped before subsequent stages.

Tested subject: scripts/validate.sh exited 0 — all 233 tests and subsequent executed validators passed, including offline pedantic zizmor. Strict living-document validation passed: five documents, zero stale. Historical prose preservation and public-source evidence counts were checked; diff whitespace passed. Exact base/head receipt coverage passed: 85 receipts, using full 40-character base and head SHAs.

Skipped: ruff and actionlint were unavailable. Preserved: 21 existing concept warnings and 20 existing zizmor ignores. No application-wide installs/tests were rerun; scanner command discovery is not execution proof.

Interoperability impact

No schemas, APIs, consumers, permissions, or workflows change. The evidence JSON is a dated observation artifact, not a replacement registry. Private review details are excluded from this public delta.

Risk, rollback, and residue

Repository/PR states can change after the recorded heads. Four other living documents retain October 31 deadlines and require their own substantive reviews before November 1; this patch does not advance them. Shared policy selection, inventory changes, Core manifest, OS validation entrypoint, and hosted access remain separate work.

Baseline Governance Contracts run 41004601321 failed with one job and zero steps. Earlier PR #47 records a billing lock, but current annotations were unavailable through this connection. Local freshness repair does not establish hosted execution success. At this PR head, Governance Contracts, Dependency Review, and CodeQL all failed before execution: each has one job, no assigned runner, and zero steps. The annotation-specific cause remains unavailable; no hosted check passed.

Revert this subject and its receipt together to undo the correction while preserving original historical evidence.

Refs #44, #47, #55, #51, #59. Reuses existing portfolio planning rather than replacing the governance framework.

Checklist

  • Conventional commits and exact subject recorded
  • Local checks passed for the stated scope; unavailable checks named
  • Substantive paths bound by a separate receipt
  • October 3 historical wording preserved
  • Classifications, ownership, and authority remain separate
  • A changed head requires fresh evaluation
