Integrate the existing portfolio correction under the owner's October 31 instruction. Preserve both original commits and the receipt-bound subject. Revalidated exact head 7c52c04: 233 tests and all executed validate.sh stages passed; 85-receipt exact-range coverage passed. Ruff and actionlint unavailable. Hosted jobs failed before execution; hosted success is not established. No protection, ruleset, or workflow settings changed. PR #61 remains a separate integration for the three active living documents.

to
main

Merge main at 76d8282 into PR #61 while preserving the original subject and receipt commits. The tree is byte-identical to 7bad948. This establishes the ancestry required by exact-range validation after PR #60 was merged. A separate receipt will bind the tested integration subject to the new main base; no documentation, workflow, policy, or settings content changes.
Record the tested integration subject and exact main base after PR #60. Preserve all original receipt subjects and documentation bytes. Hosted validation remains unestablished.

Integration completed and main verified — October 31
PR #60 merged as
76d828239136dd13189c024843ad85ab269fcf49; this PR merged as45abd75aeea6681f0b3b04fa63e865037620e474. Both used merge commits. The GitHub branch readback and fetched origin/main agree on the latter SHA.Validation ran on the fetched final main commit, not only on a PR head:
scripts/validate.shexited 0: 233 tests passed, all 87 stored receipts validated, and all subsequent executed stages passed.python3 scripts/validate_living_docs.py --strict --today 2026-11-01and--today 2026-11-03both passed: five documents, zero stale.76d828239136dd13189c024843ad85ab269fcf49and82cb7ef24d6bd21348b2fe27aa92c07cd36e7640; its treeaa80ee379b4f684e771996e50d0c4e66a4077e5cequals the verified PR head tree.Hosted final-main runs remain failures: Governance Contracts, CodeQL, and OpenSSF Scorecard. Each returned one failed job, runner ID 0, no runner name, and zero steps. Hosted validation remains unestablished; the current startup cause remains unknown through the available annotation access.
No gate or security setting was bypassed or changed. Required-check activation, merge-method restrictions, hosted execution restoration, and the documents' existing governance decisions remain separate owner work. Their next substantive review is due November 3.
Outcome
Three active governance documents were due October 31 and would fail strict freshness validation on November 1. Their completed October 31 substantive reviews are preserved and set the next checkpoint to November 3. PR #60 is now merged, and this PR targets main.
The retargeted range contains exactly three existing documents and two evidence receipts. No completed documentation work is duplicated: relative to the original PR head, the only added file is the integration receipt.

Original head

The integration subject merges that main into the existing PR history, preserving both parents and all original subjects. Its entire tree is byte-identical to the original head. A new receipt covers the retargeted range without replacing historical evidence.Existing documentation correction

At final head
82cb7ef24d6bd21348b2fe27aa92c07cd36e7640, Governance Contracts, Dependency Review, and CodeQL all failed before execution: each has one job, runner ID 0, no runner name, and zero steps. No hosted check passed. Annotation endpoints are unsupported by this connection; the current startup cause remains UNKNOWN. Earlier billing-lock evidence is historical.October 31 gate readback: main reports unprotected, required checks disabled with empty contexts, and the rulesets query including parent rulesets returns an empty list. There are no submitted reviews, requested reviewers, or discussion/inline comments. The account has admin permission; merge commits are enabled. The detailed branch-protection endpoint returns 403 to this integration, so the branch response and ruleset list are the available evidence. No settings, security controls, or workflow definitions were changed.
The owner explicitly requested integration of these two PRs in this session. Local evidence is not represented as hosted success or an independent reviewer approval.
