Important

Merging this is optional. #325 is sufficient to deploy scheduled db backups on any deployed db. The only reason to merge this is if we want this process automated. After considering it, I honestly think it's worth seeing how onerous it is to manage it manually for a little bit since we're planning to only run it on 1 or 2 dbs for now and risk around data loss is quite low right now.
