Check that timeseries geographies are declared in the linked pathway's metadata. #970
Nothing checks this today. That's how IEA and JRC already ship "South East Asia" timeseries their metadata doesn't declare. Add the check to schema-check-files.ts, at least as a warning, and as an error on production and next.
Done in #974, merged into epic/v2; this closes when #937 reaches main. schema-check-files.ts now runs src/utils/validateTimeseries.ts on every v2 timeseries file. A geography is accepted only if every pathway in pathwayId declares it; segments are checked against the row's sector too. Failures are reported like schema errors, so they block production/next as asked. The importer from #975 rejects them outright.
