Removes needs: unit-tests from the integration job. The two suites share nothing: separate runners, and the integration job installs its own dependencies and starts its own test server. Each takes about 3-3.5 min, so a sequential run took about 6 min; in parallel it should take about 3.5 min.

The gates are unchanged:

  • the CI must pass ruleset requires both checks;
  • the Docker Hub job keeps needs: [unit-tests, integration-tests];
  • release.yml's publish jobs depend on the whole called CI workflow.

The only cost: a unit failure no longer skips the integration job (runners are free on public repos). actionlint is clean.

The integration job waited for the unit job although the two share
nothing and run on separate runners, so every CI run took both suites'
time end to end. Every gate still waits for both: the required checks,
the Docker Hub job (needs both), and release.yml's call of this workflow.
