feat(cli): add status/suggest command and numeric build suffixes - #1

- new 'status' command (alias 'suggest') previews the next tag without creating or pushing it; shares the analysis flags with 'bump' - support numeric build suffixes on tags (e.g. v3.4.0-58): the semver part is bumped from commits, the build number is incremented - document both features in README
