Summary of Changes

This PR addresses the issue where core advertised features (Recovery Guardians and On-Chain Spend Limits) were silently disabled with hardcoded tooltips. It adds visible Coming Soon badges, informative status banners explaining the owner-gated status of the testnet PolicyModule deployment, and direct links to GitHub tracking issues and roadmap.

Details of Changes

1. Recovery Guardians (components/guardians/GuardianList.tsx):

   • Added a visible Coming Soon badge next to the "Recovery Guardians" title.
   • Enhanced the explanation banner with a direct link to Rayos tracking issues on GitHub so contributors and users can track on-chain execution status.

2. Spend Limits (components/policies/SpendLimitForm.tsx):

   • Added a visible Coming Soon badge in the CardHeader.
   • Updated the alert banner with a link to GitHub tracking issues.
   • Updated the action button label to clearly state: Set Spend Limit — Coming Soon in next contract release.

3. Automated Unit Tests (__tests__/components/guardians/GuardianList.test.tsx):

   • Added tests asserting the Coming Soon badge renders properly.
   • Verified that the action button is disabled with appropriate tooltip.
   • Verified that the tracking issues link points to the repository's GitHub issues page.
   • Verified existing SpendLimitForm.test.tsx passes with zero regressions.

Local Verification

• TypeScript Typecheck: pnpm tsc --noEmit -> 100% clean (0 errors).
• ESLint: pnpm lint -> 100% clean (0 errors).
• Unit Tests: pnpm test --run -> 4/4 tests passed (100% Green).
