feat(identity): Canvas API token management with encrypted storage #3

Implement secure storage and management of Canvas API tokens for instructor authentication. Tokens must be encrypted at rest using the identity-cipher and stored in the organizationCredentials table. Instructors should be able to add, update, and rotate their Canvas API tokens through the admin interface.
