Hook into loguru to warn for outdated datasets

(#65 (comment)): we warn with loguru inside cache, whose warnings are logged in a log file. We can use this log file to report what files are outdated using GitHub Actions (either in a centralized tracking issue, some kind of comment in associated PRs, or perhaps both).
