The drawer opted out of the mouse wheel, and touch drag-scroll follows the same opt-out, so on a landscape phone (~480 logical units tall) its last items and version block were unreachable. Every other window that opts out permanently keeps its scrolling in an inner child; the drawer holds its items directly, so it scrolls itself. Still no scrollbar: it would sit on the neon edge.
