Closes #851

ImageIngestFlow chose which batches an ingest may target with batch.state === "draft", re-deriving on the client a rule the wire already publishes. It now reads edit_membership from allowed_actions, as VideoImportFlow does.

Test: a non-draft batch declaring edit_membership is offered and a draft batch withholding it is not. The existing draft-only test passes under either implementation, so it could not catch this.

Verified: ingest.test.tsx (32 tests) and tsc --noEmit.
