[Animal][Ration] DMI input features testing branch development, testing, and revision

This issue is part of the larger parent issue, #3113.

After completion of the design doc, including technical solution (#3179), the dev team can move forward with building a test branch for implementation of the features covered in the design doc.

• Develop testing branch
• Initial SME review
• Implement SME feedback (if needed)

The testing branch will then be brought to the broader animal module (and RuFaS team) for review and feedback, and this issue can be closed.
