CI-001C2 — Apply owner-approved single-owner backend release governance #697

Closed

Description

@daliu

Outcome

Apply Dave Liu's direct October 11 decision: continue Firebase backend setup without a backup owner. Dave remains sole named backend release/recovery owner; lack of backup is accepted continuity risk, not a deployment prerequisite. Existing Jeff read-only staging authority remains unchanged. Preserve all data, token, protected-release, least-privilege, synthetic staging, cost and rollback safeguards.

Scope

Acceptance criteria

  • Direct owner exception is clearly scoped; backup continuity is not falsely claimed.
  • Source and native issues no longer require appointing a backup to advance backend setup.
  • Production GitHub approval metadata reads back one named owner, main-only branch policy, no administrator bypass; staging read-only reviewers unchanged.
  • All security/data/payment/rollback requirements remain; no backend or website release occurs.
  • Diff reviewed, documentation references verified, source merged with existing required checks inspected.

Officer impact: Dave can continue backend preparation without appointing a second officer; backup recovery coverage remains absent.
Officer documentation: the six scoped paths above; no-terminal approval steps and recovery limitations.
Deployment evidence: GitHub environment metadata only; no Firebase, website, cloud billing/IAM/API, member data or payment changes.

Owner approval: direct human message, October 11, 'It's fine if we don't have a backup owner.. just continue'. Existing sole-maintainer source-review override remains applicable.

CLAIMED by Codex at 2026-10-11T19:40:21.693Z; branch codex/697-sole-owner-backend

Direct human owner exception is the dependency for this bounded change. Source docs and GitHub approval metadata only; no cloud mutation, credential access or deployment.

    Verified completion — October 11

The backup-appointment gate is removed. PR #698 head f7bdba0 merged as 3d09085 under Dave's existing sole-maintainer source-review override. The exact merge tree equals the tested PR tree. All six jobs and their relevant steps completed successfully in PR run 38169368780 and exact-main run 38169715212; no skipped steps. Local release/verification contract tests: 43 passed, zero failed. Diff check passed; six targeted documentation files only.

Production GitHub settings read back daliu as the only required reviewer, main as the only allowed branch, administrator bypass disabled, self-approval allowed. Staging's previous read-only settings were preserved. #113/#133/#136 remain OPEN; this child completed only the owner exception and GitHub approval metadata.

Backup-officer procedure review: an officer can inspect the named owner/source/scope/proof and stop an unfamiliar request without a terminal or secret. Actual identity revocation, deployment and rollback still require the maintainer; no backup coverage is asserted. If Dave is unavailable, stop new releases.

Officer impact: Dave can continue backend preparation without appointing another officer.
    Officer documentation: SECURITY.md, OPERATIONS_RUNBOOK.md, OFFICER_START_HERE.md, GITHUB_ISSUES.md, docs/officers/ACCESS_CONTINUITY.md and docs/officers/PUBLISH_AND_CHECK.md merged.
Deployment evidence: GitHub environment configuration verified. Website publication/runmprc.com changes, Firebase deployment, cloud IAM/API/billing changes and payment actions: none in this child; no hosted member workflow claimed.

Next boundary: #133's separate staging keyless authority and explicit least-privilege runtime identity. Read-only checkpoints are recorded on #113 and #133. The original dirty checkout remains untouched; reused task worktree is clean and retained for unfinished backend work.
