Outcome
Freezes the first PAY-002B2C3 reconciliation decision as an unused pure CommonJS policy.
new_attempt_candidate.existing_attempt_found.reconciliation_required/requires_reconciliation.C3B still must persist immutable verified evidence. C3C still must separately authorize/version a later attempt under a fresh lease and allowed business transition.
