Outcome

Engineering staging is linked to the verified club Google Cloud Free Trial, with one read-back gross-usage warning budget. This PR records the provider result and the owner's focused core scope; it contains documentation only.

Closes #693 after the provider acceptance record and officer review are verified. This PR leaves #113, #133 and #136 open; their required work is unchanged.

Officer impact: Officers can check the trial, cost warnings and remaining backend release gates without source edits, terminal commands, payment details or secrets.

Deployment evidence: Google Cloud Console confirmed the club account, Free Trial, $300 unused and January 10, 2027 expiry. Separate API readback confirmed staging linked to that same account; monthly USD10 staging-only budget; all services; credits excluded; actual-spend alerts 50%/90%/100%; default IAM recipients enabled. Only billingbudgets.googleapis.com was enabled. Production billing remains disabled/unlinked; Functions, Cloud Build and Artifact Registry APIs remain disabled. No Function, website, DNS, Auth/Firestore data, Stripe, payment or paid-account upgrade changed. Alert delivery was not tested.

Review and checks

• git diff --check passed; all seven changed paths and the full diff were reviewed.
• Provider pre/post readback confirmed the limited API delta and unchanged production billing. Console also shows the budget name, staging-only project scope, monthly $10 amount and thresholds.
• Backup-officer walkthrough: the named budget is reachable from Billing > Budgets & caps; the steps are read-only, name the approver/stop conditions/proof/undo/escalation, and require a specialist for setup/release. No officer terminal path is required.
• No application, dependency or schema change; no migration/backfill. No full application suite was rerun for this documentation-only update. Existing PR CI may run independently; it is not provider proof.
• No billing IDs, project numbers, private Console URLs, tokens, policy dumps or member/payment records are included.

Remaining work

The original profile backend release and complete membership/MPRC-race registration, cancellation, bib-transfer, payment and refund workflows remain unverified/unavailable. Custom outbound email may be deferred; Auth verification/recovery and approved club financial policies are not removed. A USD10 warning budget is neither a hard cap nor an approved recurring club expense.
