Fictional race refund and bib-transfer transitions are implemented and tested as an inert source foundation. They do not create a usable screen or move money.

Officer impact: No new available action. The guide distinguishes simulated credit from real payment/refund and names the remaining server/staging proof gates.
Officer documentation: docs/officers/STAGING_COMMUNITY.md, docs/officers/EVENTS_SHOP_MEMBERS.md, SYSTEM_DESIGN.md, STRIPE_COMMERCE_DESIGN.md, SECURITY.md, IMPLEMENTATION_PLAN.md, OPERATIONS_RUNBOOK.md, GITHUB_ISSUES.md.
Deployment evidence: None for #727. Existing #724 Functionv5/source485be670/archive91,973 bytes/a4c2eefa and Hosting485be670 remain unchanged; helper is not imported by a callable/client or included in its archive. Bundle byte/digest comparison passed. Production/runmprc.com, Stripe/provider configuration and real payments untouched.

Review / scope

  • User approved fictional rules only. Pure CommonJS reducer requires closed simulation-only records/policy, fake opaque IDs, integer cents/time/revisions and exact ownership/waiver/deadlines. No real policy, contact data or payment status.
  • Simulated full credit return before race start cancels an entry and releases one place; repeat/stale/terminal transitions deny. No partial credit return. Outstanding offer requires explicit revocation first.
  • One bib transfer, accepted by named recipient with the exact fictional waiver before deadline/race start. Bib/count/original credit owner/amount/original waiver preserved; recipient evidence separate. Current recipient may later cancel, simulated credit stays with original owner.
  • Fixed safe failures; input records unchanged. No real identity/authorization/App Check/atomic transaction/immutable retry/concurrency claim. These are follow-on requirements, not fake booleans or bypasses.
  • No dependency/lockfile, workflow, service, IAM/Rules, migration, schema/backfill or deployment change. No page/runtime data movement, so no deployed diagram change.

Checks

  • Tests written before helper existed: missing module, zero assertions (absence, not behavioral regression proof).
  • Focused74 pass after correcting one new test that tried to mutate a frozen output; corrected fixture copy, no product guard relaxed. Lint/whitespace pass.
  • Runtime bundle remains exactly91,973 bytes/a4c2eefa; source search shows only test import, no entrypoint/client/release integration.
  • Full backend78 suites/7,867 passed;70 emulator-only tests skipped in this ordinary run. Exact PR/main CI results recorded in the issue before completion. No emulator/provider/UI race proof claimed for this foundation.

Refs #727. Native security/persistence/retry, minimal staging UI, deployment and disposable cleanup remain next; financial/production parents remain open.
