Changes required to build with Spack mpd and tensorflow 2.17

Description

Resubmit of #910 with one additional change.

• Changes needed to accomodate removal of deprecated headers in newer Tensorflow releases. Backwords compatible with v2.x Tensorflow
• Add find_package(protobuf REQUIRED) before call other packages which require protobuf.
• additional CMakeLists.txt changes needed for Spack build
• tensorflow/cc/saved_model/bundle_v2.h not needed.

Shown to be backwards compatible with Tensorflow 2.15 after making similar changes in larrecodnn and larsimdnn.
