[Feature]: Fix CI: renew SONAR_TOKEN and re-enable CodeQL  #59

Description

"Build & Test & SonarQube" fails in the "Sonarqube Begin" step with Authentication with the server has failed: SonarCloud no longer accepts the SONAR_TOKEN secret (last updated 2026-05-10; the last successful analysis was 2026-06-07). Because that step runs before the build, CI currently neither builds nor tests pull requests. "Code scanning - action" (CodeQL) has been disabled by GitHub for inactivity.

Acceptance criteria

• New SonarCloud token stored as the SONAR_TOKEN secret; "Build & Test & SonarQube" is green on development.
• "Code scanning - action" is enabled again.

Steps to Reproduce

Load requirements-and-objects.reqifz or ProR_Traceability-Template-v1.0.reqif (reqifviewer.Tests/TestData) and look at the pages mentioned above.

System Configuration

• reqifviewer version: 6.1.0 (development, with [Refactor] Blazor Blueprint app shell and Blazor Web App hosting #56)
• Environment (Operating system, version and so on): Windows 11, Chrome
• .NET Framework version: .NET 10
• Additional information: Plan item F-03 of the viewer improvement plan. Size: S.
