Disabling an app could report success while its daemon worker kept listening when proxy_runtime_session was missing or stale. Delegate per-app shutdown to the existing daemon IPC whenever its socket exists, preserving the existing absent-daemon cleanup and error handling.

Other apps remain running, and the WebDAV restore guard stays unchanged. This is confined to the CLI daemon lifecycle.

Validation: all 15 daemon integration tests passed in isolated configuration directories, including missing/stale metadata with cleared routing flags, Codex listener shutdown, preservation of the Claude worker, and CLI shutdown of the last worker. Formatting and whitespace checks passed.

Closes #497.
