Respect Reduce Motion when rejecting a meter brand #126

Nonblocking follow-up from beta review of PR #89 at0a3a05e: #89 (comment) .

MeterNumberPicker applies .animation(Motion.text, value: brand) at MeterCloseUpScreen.swift:273 without reading accessibilityReduceMotion. Rejecting the chip therefore animates the choices moving upward even when Reduce Motion is enabled. The enclosing view reading that setting does not gate this modifier.

Make the choices reposition immediately under Reduce Motion, preserving the existing transition otherwise. Verify rejection with the setting on and off. Source confirmed; no device reproduction by the caretaker. Deferred under the manager convergence rule, not a reason to revoke #89 integration acceptance.
