After a release withdraws a version that is waiting for review, App Store Connect needs a moment before the version can be edited again. Without waiting, the next request fails with 409 "cannot create a new version", which stopped the v4.3.1 iOS submission of SilverTimetable2.

withdraw() now reads the version ids of the withdrawn submission and polls each version until it is editable. The mock tests cover the wait.

Taken from the abandoned feat/device-screenshots branch, which is being deleted.

App Store Connect drops the canceled submission before it makes its
version editable again, so the release created a new version, which it
refuses while one is still in that state (409 'You cannot create a new
version of the App in the current state').
