fix(bootstrap): drop the Terraform account's Play Console admin - #7

Conversation
terraform/apps no longer manages Play Console invites, so the Terraform account needs no Play access. The next bootstrap apply removes it; the provider stays until then. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

After #5,
terraform/appsno longer touches Play Console, soterraform@silvernet-infradoesn't need its Play admin permission (CAN_MANAGE_PERMISSIONS_GLOBAL). This removesgoogleplay_user.terraformfromterraform/bootstrap, so the next bootstrap apply (run by hand) revokes it. Thegoogleplayprovider stays so that apply can delete it.mise run checkpasses. The Terraform workflow ignoresterraform/bootstrap/**.🤖 Generated with Claude Code
