fix(cargo): 시연 충돌 주입이 물질 한도에 막혀 목표에 못 미치던 것 - #51

운영(9/29)에서 걸릴 수 있는 배가 질산·황산으로만 걸리는데 두 물질이 한도(2회)를 다 써 이웃과 부딪히는 배가 8척에서 멈췄다. 한도 안에서 먼저 채우고, 모자라면 한도를 넘겨 목표(10척)까지 채운다. 운영 데이터 dry-run: 8 → 11척. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>
