…martdevs17#1751 Smartdevs17#1752 Smartdevs17#1753) Issue Smartdevs17#1751: Make webhook signing optional so partners can subscribe to events without HMAC. signingEnabled flag on WebhookConfig; signature header omitted when disabled. Retries with backoff already existed. Issue Smartdevs17#1752: LocalizedTemplateService renders notification templates per user locale (en/es/fr/ar) with fallback to default locale (en). Issue Smartdevs17#1753: NotificationRetryService wraps channel transports with exponential backoff, dead-letter queue, and metrics for failed sends.

feat(analytics): add failed-payment analytics and notification retry tests (#1756 #1753 #1751)
Issue #1756: Add FailedPaymentAnalyticsService that aggregates failed
payments grouped by reason and asset (currency) with time-range filtering.
Controller exposes /analytics/payments/failed with from/to query params.
Issue #1753: Add tests for NotificationRetryService covering backoff,
dead-lettering on permanent failure, and metrics exposure. Wire the
retry service into NotificationServiceImpl send paths.
Issue #1751: Add docs/PARTNER_WEBHOOKS.md documenting event subscriptions,
optional signing, and retry-with-backoff behaviour for partner integrators.
