#1258 is complete: the new index is linked from the root README, and its local links are covered by a passing test wired into the root test command.
#1259 is implemented with four invalid-amount cases and routing documentation. The focused Vitest process is unusually slow to start in this workspace, so I’m leaving it running while I begin the next scoped reliability change; I’ll include its final result in the CI pass.
#1260 is complete: payout balances now fail fast on invalid values, and returned batches/audit records are isolated snapshots. Existing approval-flow expectations were updated to read authoritative state from the engine.
#1261 is complete: withdrawal decisions now fail closed when no approvers are configured, and unauthorized users can no longer reject withdrawals (approval already checked authorization). Tests cover both paths, and a security guide documents the trust boundary.
