feat: add dev tools and governance enhancements

Summary

Implementation of four developer experience and governance features:

• One-command bootstrap script (closes Add one-command bootstrap #1450)
• Enhanced VS Code devcontainer with pinned versions (closes Add a VS Code devcontainer #1449)
• Governance proposal templates (closes Add governance proposal templates #1451)
• Contract call debugging utilities (closes Add contract call debugging utilities #1448)

Changes

#1450 - One-Command Bootstrap

• bootstrap.sh: Idempotent setup script for dev environment
  • Checks dependencies (Node, Rust, Docker)
  • Sets up Rust WASM target
  • Installs npm and Rust packages
  • Configures .env file
  • Runs tests
  • Verifies setup

#1449 - VS Code Devcontainer Enhancement

• Updated .devcontainer/devcontainer.json with pinned versions:
  • Rust 1.75.0
  • Node.js 20.10.0
  • Docker, Git, and tools versions pinned
• Added rust-analyzer configuration for WASM targets
• Includes port forwarding for dev services (3000, 4000, 5432, 6379, 8000)
• Auto-runs bootstrap on container creation

#1451 - Governance Proposal Templates

• contracts/governance/templates/:
  • parameter_update_proposal.toml: For protocol parameter changes
  • feature_activation_proposal.toml: For new feature deployments
  • treasury_allocation_proposal.toml: For fund usage proposals
• Documentation with validation and submission instructions

#1448 - Contract Debugging Utilities

• stellar-lend/src/lib/debug.rs: Debug tracing
  • DebugTrace struct for readable call logs
  • JSON export for external logging
  • Macros: debug_call! and debug_result!
• stellar-lend/src/lib/trace.rs: Call tracking
  • CallTracker for execution time profiling
  • Formatted output with millisecond precision
• Comprehensive documentation and tests

• Bootstrap is idempotent (safe to run multiple times)
• Fully documented with examples
• Verified with logging output

#1449 ✓

• All versions pinned (Rust, Node, Docker)
• Documented with setup instructions

• Validated TOML format
• Documented with usage examples
