- Refund model + migration, RefundsModule (create/complete), admin-only (PLATFORM_ADMIN), refund only for REVOKED tickets (StellarTickets#141) - StellarService.rpcCall retries network/5xx failures with capped exponential backoff + jitter before the circuit breaker sees them; 4xx failures are not retried (StellarTickets#143) - SOROBAN_RPC_TIMEOUT_MS env var, validated and applied to the RPC client, default 10s (StellarTickets#145) - GET /health/rpc pings the RPC directly (no retry/circuit breaker) and returns latency; 503 when unreachable (StellarTickets#147) Closes StellarTickets#141 Closes StellarTickets#143 Closes StellarTickets#145 Closes StellarTickets#147
