feat(streams): add created-date range filter

Summary

• Add optional createdAfter and createdBefore ISO datetime query parameters to GET /streams.
• Apply inclusive created-date bounds alongside existing filters.
• Return 400 for malformed date bounds.

Tests

• Added route tests for date-range filtering combined with the donor filter and malformed input.
• Changed-file ESLint and Prettier checks pass.
• Route tests could not load because the generated Prisma client is missing; generation is blocked by duplicate IndexerCheckpoint models in the existing schema.
