semantic-fit and role checks, routing MUST preserve the non-custom fallback
path and record an explicit decline reason in routing diagnostics.

Ordinary-turn capability selection treats direct calls, small compositions,
and represented workflows as plans on one bounded frontier. The adaptive model
owns semantic adequacy: it may prefer a workflow when composition, verification,
durability, governance, or recovery is material, but representedness alone is
not a quality signal. Actor-visible registered tools declared by a matched
workflow are exposed as plausible simpler component plans without claiming that
one component is equivalent to the whole workflow.

Mechanical dominance is deliberately narrower. A read-only workflow may be
removed from the active frontier only when its authoritative routing profile
explicitly names an actor-visible read-only direct equivalent. The workflow
remains addressable by exact name and visible in the complete catalogue for
inspection. Do not use `direct_equivalent_capability_names` for an approximate
shortcut, a component that omits material evidence, or merely because a
workflow is slow; those cases remain semantic decisions and evaluation inputs.

Current fallback discipline:

- generic fallback role inference MAY remain only for legacy workflows whose routing metadata has not yet been backfilled;
