Outcome
Restore authorised Jira task creation through Von's local MCP interface. Jira search already received trusted local-operator provenance, but create's nested issue-type preflight did not and failed authenticated_actor_context_required.
Change and boundary
Bind the existing context-preserving stdio entry-point path for jira_create_issue and jira_get_project_issue_types only. Existing actor/untrusted contexts are not promoted. Coding-agent write gate, project allow-list and explicit write intent remain required. Browser Jira remains read-only; no browser capability or unrelated Jira-migration changes.
Evidence and release decision
Merge ready for this narrow repair: 52 targeted tests passed, including creation RPC through real proxy with mocked external transport, forged-context denial, approval and project denial, and existing Jira tests. Live fresh MCP stdio process created JVNAUTOSCI-2738 and read its summary/status back from Jira using existing credentials and the explicitly authorised process-local VON_MCP_ALLOW_WRITES gate. No credentials printed or committed. Isolated probe emitted missing local Mongo warnings but Jira effect/read-back succeeded; no database writes were requested.
Cloudflare deployment task: https://naoinstitute.atlassian.net/browse/JVNAUTOSCI-2738 . This PR fixes its prerequisite only. No DNS, Cloudflare routing or DGX deployment performed. Main dirty checkout and concurrent Jira migration preserved.
Validation
pdm run pytest tests/backend/test_jira_read_authority.py tests/backend/test_internal_mcp_jira_tools.py tests/backend/test_mcp_stdio_server_exposes_jira_tools.py -qTier 3 scope: local entry-point authority preservation, negative authority controls and normal live local-MCP issuance/effect path. Not a claim of browser Jira write support or wider system health.
