Jira migration recovery was repeatedly rebuilding shared relationship indexes and starting a helper for each source page. Coalesce derived-index refreshes within canonical imports and reuse one scoped helper per issue/project capture, preserving per-read authority, deadlines, retry behaviour and cleanup.
Also retain linked Atlassian Projects/Goals through named read-only resources: preserve source pages and pagination, check primary-record stability, and report API or nested-pagination gaps explicitly. This adds source retention support; it does not certify the estate migration or switch project writers.
Validation: 57 targeted import, source-retention, migration workflow and transport tests pass; no new Ruff diagnostics and diff checks pass. Live KKAT-1 and JVNAUTOSCI project captures produced identical archive and projection hashes before/after scoped helper reuse; project capture elapsed time was 11.4s versus 9.6s. The live migration remains a single worker with host/worker memory monitoring and durable checkpoints.
