RefundPayPalCapturePaymentRequestrefunds the whole PayPal payment, while the late capture has its ownRefundPayPalLateCapturePaymentRequest, so "Capture" in the name was misleading (#812 (comment)).The command, its handler and its dispatcher are renamed to
RefundPayPalPaymentRequest,RefundPayPalPaymentRequestHandlerandRefundPayPalPaymentRequestDispatcher(Interface), with the service idssylius_paypal.command_handler.refund_paypal_paymentandsylius_paypal.dispatcher.refund_paypal_payment_request. Nothing else changes.
