control attach now calls platform-metadata instead of patching FormXml itself, and there's a new generic
workspace component apply-scaffoldcommand that template post-actions call while we migrate templates to the metadata library. payload comes in as repeatable--file role=pathand--param name=valuepairs, the component type picks the applier inside the library, so the CLI doesn't learn anything about concrete components.the duplicated manifest reader and form attachment service are deleted, their tests live in platform-metadata now.
